    Council recorded the nature of the interest as: Cr Speedie’s domestic partner is one of the developers for the two items listed for Elmwood Circuit. Acting Chairperson At this point Cr Speedie noted that due to her conflict of interest an acting Chairperson would need to be elected for item 9.4. Cr Speedie asked for nominations for the position of acting Chairperson when item 9.4 was before the meeting. Cr Watson nominated Cr Bennett, and the nomination was seconded by Cr Quilty. There were no other nominations. In the absence of any other nominations the Mayor declared Cr Bennett elected to the position of acting Chairperson for item 9.4 on the agenda.
